They should just hand themselves in to the local cop shop. I suspect Panama might be offering evil deeds in exchange for blackmail. Or is that blackmail for evil deeds. At least Brown would have something new to worry about.
These two could reestablish their careers in a country like Panama. They would probably need lessons in how to win friends and influence people. I suspect that they would be newbies in that culture.
